RESOLUTION NO. 08, S-2020
LOCAL GUIDELINES ON THE 50% REOPENING OF TOURISM ENTERPRISES, & ACCOMMODATION AND OTHER ANCILLARY ESTABLISHMENTS IN THE MUNICIPALITY OF ASINGAN
WHEREAS, the IATF-MEID Economic Development Cluster through Resolution No. 76 recommended the further gradual reopening of the economy in increments proportional to the healthcare capacity of the country;
WHEREAS, tourism industry is seen to jumpstart the economy that has encountered slump due to CoViD-19 pandemic, and will generate the much-needed revenue for the municipality and provide our local labor force economic relief through livelihood and potential source of income;
WHEREAS, DOT Memorandum No. 2020-005 allows for the reopening of 50% capacity of accommodation establishments and tourism facilities provided that the owners have the DOT accreditation certifying they complied with the Minimum Public Health Standard to operate;
WHEREAS, tourism enterprises and accommodation and ancillary establishments may only operate upon the issuance of a Certificate of Authority to Operate (CAO) by the Department of Tourism, pursuant to IATF Resolution No. 70 and DOT AO No. 2020-002;
NOW, THEREFORE, on motion of Mr. MICHAEL C. SOLIVEN, duly seconded by Mr. ERNESTO D. PASCUAL, it was
RESOLVED, AS IT IS HEREBY RESOLVED, that the Interim Guidelines on the 50% Reopening of Tourism Establishments and Facilities is hereby adopted and enforced, without prejudice to existing national and local issuances:
• The following industries are allowed to operate in 50% capacity provided they have the DOT Certifcate of Authority to Operate:
a. Accommodation establishments – resorts, hotels, tourist inns, motels
b. Ancillary establishments – restaurants, café, recreational centers, gyms
c. Tourism enterprises – travel & tours, transport services, convention centers;
• Establishments under DTI Category IV such as KTV, resto bars, and clubs will remain PROHIBITED TO OPERATE in view of the recent DILG pronouncement and consistent with curfew enforced in the municipality/province;
• Industries allowed to operate shall implement Minimum Public Health Standards
a. Proper wearing of face masks, face shield, and other protective gears
b. Visitors/guests/tourists must accomplish Health Declaration Form
c. Monitor body temperature of employees/staff and visitors/guests/tourists
d. Regular disinfection and sanitation of the premises and facilities
e. Enforce physical distancing by installing markers and barriers
f. Encourage proper hygiene by installing handwashing stations, waste bins, sanitizing mats, alcohol and tissue dispenser, and clean comfort rooms
g. Put up health & safety awareness and information materials
• Children, minors (below 21 y/o), senior citizens, those who are immunocompromised, and with health risks are not allowed to enter;
• Owners of tourism enterprises, accommodation and ancillary establishments must coordinate with the LGU Tourism Office for accreditation requirements and step-by-step application procedure and physical inspection;
• Owners must closely coordinate with the LGU, MHO, and barangays to regularly report any health or safety risk or incident;
APPROVED unanimously this 7th of October 2020.
